Every MMO does it. Nobody likes it except the people who have tweaked their characters beyond recognition. Why do they do it?
They nerf characters. Nerfing is reducing the powers of a character type usually due to player complaints and whining about that character being too powerful or this character type (profession) being to easy. Why do the developers and hard core players like it?
Nefing makes the game more difficult for those people who play casually. In some cases it makes the game so difficult for the late adopters and the casual players that they quit the game. Nerfing lets the hard core players lord it over the casual and late adopters.
Most people have five level 20 characters in this game with five different professions. The hard core players concentrate on one character get that character to 50 and if they ever work on an alternative player character (called an "alt") they use this powerful and gold rich character to feed the lower characters. Generally, hard core players have only one character.
Why would the developers want the game to be very difficult for casual players and late adopters. At first this philosophy doesnt make sense. Game developers are not the kind of people with fragile egos, afraid to have their game called easy by the hard core players. On the surface it appears that the hard core bullies are forcing the timid, shy game designers to Nerf the MMO.
Where does nerfing lead?
It starts with the round robin each class is taken in turn and made less powerful. When the nerfing gets to the point everyone quits the game because the main reason you play is to build a powerful character and the game designers are making the character development a slippery slope. To slippery and everyone falls off.
The nerfings have started so watch out. Hunters do about 80% of the damage they used to before the patch (pre patch). I was playing and killing with the same mobs with just barbed arrow follwed by swift bow and killing the mobs east of esteldin now i have to follow the one two punch with penetrating shot.
What does this mean?
More keypresses for people with hand pain. More hand pain. Sometimes I think game developers own stock in a pharmaceutical company and use the games to drum up business by making our arthritis worse.
Stop Complaining? Ok but you been warned.
